Night Vale's lovely radio personality Cecil Palmer. At least- my head-canon for him.
I colored this with my beautiful markers, and a small child dripped water on it. But the blurred bits aren't too terrible? Trying to fix them would only make it look worse.

I actually kind of like the blurring from the water. It matches right up with the eye, and it looks cool, not bad. I like it all around! It's fantastic.
